  Of course, I have suggested (with tongue in cheek) that Piranhas would be the answer.  In reality they lay thousands of eggs.. and other fresh water bodies would to soon be infested with them..

   However, on a serious note, I do wonder how this barrier would be effective..  Are those balloons which could be punctured?  What extends
   below the surface of the water?
