Coffee City Texas, a small town of about 250 residents has (Had) a police department of 50 police officers. You heard right! I cop for every 5 citizens. And that's not all that was uncovered about the department. Check this out.

Doing a little checking I believe his 50 officers consist look of unpaid 95% RESERVE OFFICERS".

Chief Portillo seems to have gotten carried away passing out reserve badges to misfit police officers, and while the Coffee City mayor, and city council seem to want to play shocked they obviously were aware due the volume of traffic citations coming in, and no doubt the wear on department equipment such as vehicles, plus the volume of offenders in traffic court. What a racket.

Coffee City used to be the place where
surrounding dry county residents
(Smith county/Tyler for instance) came
to buy their booze and paraphernalia.
Sort of a boomtown after they built
Lake Palestine.  I don't know exactly if
that had anything to do with the relatively
large number of staff or not
There's been a few of the smaller rural
towns in the region that have/had vice
offered for the residents of adjacent
larger cities/towns
Many have forgotten about some years
back when Emory had their big drug
scandal with city officials and many residents
involved in drug trafficking and smuggling.
Lots of old established cattle ranches started
sporting hangars and small airstrips for
some reason despite the ranchers not
owning aircraft or holding pilot's licenses.
A late friend of mine lived in Van Zandt cty
and there was a good bit of drug activity
there in the 80's and 90's.
A long time friend and gun dealer related to
me about all the tactical equipment he was
selling to law enforcement in the area and
the raids that were going on, some involving
highly placed officials and prominent citizens.
A man near where my friend lived had a
heating and a/c business and big building
on his property, but my friend noticed that he
hardly ever left the property and wondered
how he was paying his bills.
One day the building caught fire and burned
completely up along with everything inside
and the service truck. Word was that a raid
on the place was coming soon. Oh durn it.
All the evidence was burned

Lots of similar situations from one coast
to the other

We have a couple of small towns that like to get rich by stopping out of towners and hanging paper on them. Greedy unscrupulous people live among us everywhere. Except DC. They be good folks! :o
