black powder shot shells

I have always wanted to hunt ducks with a black powder hammer double. I almost got started with it years ago when the steel shot came about. The cost of bismuth is pretty high but I would be willing to try it. Have any of you loaded black powder shot shells? If so what kind of components do you use? I would prefer to use a breach loader, at least to start. Are paper hulls OK, would it be better to use all brass? How much velocity can be had? I learned to duck hunt along the coast. I carve decoys, train retrievers and even have a Ben Halleck South Bay Scooter. A damascus hammer gun would make it even more enjoyable. Shotgunner
