WHOOOOOAAAAA there, this is the admendment that was attached to the senate bill that was supposed to protect gun makers from lawsuits. The bill was killed in the senate last month or the month before (I don't remember for sure). The posted date of the information in your link was last January, so it's a little dated.
Congress is out of session this weekend I believe, after that the old AWB will sunset.
