I have a .221 Rem Fireball, in a TC Encore with a 26 inch barrel.
The load I came up with is pretty good in my rifle! The results are good as well! See my post in Hunting in New York, First long-range coyote.
Rifle: TC Encore
Caliber: .221 Remington Fire Ball, 26 inch barrel
Bullet: 40 grain Speer SP (.223 diameter)
Powder: 19 grains IMR 4198 (slightly compressed)
Primer: CCI 400
Velocity: 3549 FPS (3-shots 3514, 3567 & 3567)

This cartridge is easy to load for! I have fired all of my brass once, then the next time I reload it, I bring the ram of the press to the top of the stroke and screw the die down tight onto the shell holder and lock the die in place! I do not have the "kick-over" at the end of the resizing stroke!
Some call this partial resizing, some call it neck sizing! In this process, the neck gets resized and the body of the case is "partially" resized!
WORKS FOR ME.
