What constitutes "Baiting" in Washington?

I e-mailed the WDFW and asked them for a specific definition of bear baiting, but no response. I want to know if using over the counter scents is legal in Wash, also is using a decoy OK?

Scents are OK in Minnesota. Tell us more about this decoy of yours. Sounds interesting... 8)

I was thinking of a fawn decoy like one would use for cats or coyotes. Since there is no baiting and the bear out here don't lay a common trail for me I was planning to use a decoy/scent/call to get them in proximity.

My kids don't like it when I their legs to a stump and ask them to sing the lollipop song.

I usually let nature do the baiting for me. Look for berry patches and devils club in thickly covered clear cuts. Also look for popped stumps that have the bark stripped off the sides where the bears have been eating bugs and such.
    I dunno if decoying would be a problem here or not. Bear are getting more and more plentiful here since the baiting/dog hunting ban passed.
Spot and stalk hunting or spot and shoot is getting easier and easier.

Where at in Washington are ya?  I have wondered the same thing about the scents.  As screwed up as this state is (Washington is over run with Bunny Huggers) it's probably illegal.

If you live in Washington I would think you wouldn't have much trouble finding bears without baiting- all you need is to locate a powerline and walk that, or cruise logging roads that have been sprayed with a mulch-grass seed mixture.Anytime in late afternoon -MAY-JUNE should result in seeing bears.For the fall, nothing beats berry patches-or orchards.
