Barrel twisted/ Fixable?

My cousin just picked up a Win. 94, 30-30. Took it to the range and can't hit the target beyond 20 yards. I then notice the sights line up BUT they are tilted to the right. I assume the barrel is screwed on and so the treads need to be changed.
Can this be fixed reasonably?

The sights are rotated to the right??  Is the barrel tight?  Do the cases have any marks, flattening of the primers etc.  If the barrel is tight and the sights are rotated to the right and not just bent then the barrel needs to be screwed further into the action to bring the sights to the top of the barrel.  A job for a smith with a lathe and the proper tools.  Damaged sights are not a big job.  Removing a barrel and altering to allow it to screw into the action a bit further is quite a job.  Better let a smith check it out and give you an estimate.  When you say it can't hit a target beyond 20 yards what is the group size we're talking about?  or does it simply NOT HIT the target at 20+ yards.  A bit more info may help us clear this up.

Can you wiggle the barrel, as Gunnut said I wonder if it is loose and that
is what is causing your problems.

Try shooting your gun tipped to the 10:00 position, the farther from the target the farther off the sight plane. Can't adjust the sights to compensate. Everything seems tight and no weird signs on the casings.
I assume the barrel needs to be re-threaded or maybe replaced?
It's hard to belive it left the factory this way.

Are you saying the sights are 45 degrees off the top of the barrel??  With the rifle held verticle the sights are at 2 oclock?  That's incredible.  I've never heard of something like that unless some ham handed hack has been playing gunsmith.  Where'd your brother get this rifle?  If from a dealer I'd take it back and show it to him.  Otherwise I advise a trip to the local gunsmith..  You'd have to have gotten the rifle awfully cheap to come out after paying to get this fixed right.  If your not to particular a decent smith can cut new dovetails for the sights in the correct place on the barrel.  The ones the sights are in now will still be there and will not make the rifle prettier but should hurt the shooting too much..  Good luck!!
