High or low it shoots .5-.75" groups @ 100yds. Ive tried fouled barrel, clean barrel, cant win.I have a weaver base, leupold PAW rings and leupold 3X9 var. 2 scope.**** oversized pin and 2.25# trigger.Taken scope assembly off remounted, same thing.

Sounds like an forearm problem to me! Don't ask me why I say this. But your groups are great, they're just moving around to different POI's.
I had an Rem 742 a few years ago that was doing the same thing. Cost me the biggest buck of my life. I was going to re-barrel it. Made a wrench to take the barrel nut off, and guess what. The thing came loose with very little pressure. A little more than hand tight. I removed the barrel, lapped it, and put it back on this time with LocTite and the correct amount of torque. I still have this rifle and 20 deer lated she's still doing fine.
So what does this have to do with your problem. If the forearm is binding and moving around between groups, the POI will change. Seems I read some where of forearm problems on the Encores before. Sand the barrel channel smooth making sure there are no high spots. And take a rubber O-ring and put between the inside of the forearm and barrel lug to free float it. The only other thing is your action is not locking up the same every time. Could be too tight, or have a high spot that changes with heat, cooling, or recoil.
I don't own a T/C Encore. Nice rifle thou. I'm a White Boy!
I hope I didn't start any thing by crossing between CF's, ML'ers, and Whites!
Good Luck,
Jules J.
