Well the guy might have a point in principle, but he is a little sideways in terminology. Communism is more correctly used in reference to an economic ideology; the state owns most or all of the manufacturing and business enterprises and this is coupled with rampant socialism.
I believe what the dude is calling communism is more correctly called liberalism or progressive ideology. The fact is though, those who push for more and more social programs, and more government controls than are absolutely necessary to keep a relatively orderly society, are probably tilting pretty dangerously toward communism whether they want to admit it or not.
One should not intermix or confuse democracy with capitalism, communism, or any other ism because it is quite possible to have democracy and any economic configuration simultaneously, theoretically anyway. In actual practice...probably not.
As a matter of practicality, I think it is just about impossible to have an increasingly more complex and more dependant society without ever increasing controls and regulations. If everyone was considerate of everyone elses rights and if everyone in society lived up to their obligations, this wouldn't be so, but sadly that just isn't the case.
