how much does rain affect bear activity? Will they still come to bait or do they wait out the rain?

Black bears seem to like rain. It doesn't seem to slow them down, unless it's a real hard gully washer, or Lightening and thundering. A light or moderate rain is OK. If there is wind, too, they probably won't be very activity. Remember, there are black bears that don't behave like the majority of other bears, so we are considering 'tendencies' here and not "rules". And, I'm not familiar with Brownies. I do know that they are a completely different animal.  8)
