M-1 Carbine scope mounts....

Hello,
  Mounted one of those "replace the rear sight" scope mounts on my Inland Carbine.  Tried a red dot scope...couldn't get it bore sighted or on the paper, to high above the bore and not enough adjustment in the red dot scope.  Mounted a 4x rifle scope and same deal.  Has anyone over come this issue?  Would a shotgun style scope have more adjustment in it?  Looking for your help....otherwise shots stay 6 inches low at 35 yards....

Put a shim in the front ring under the scope
to make the scope sit higher. (I use several folds of electrical tape)
and then try to sight it in.
