PA-Joe ...Here is the PA Game Commission words ...
Shutter also reminded hunters that the use of electronic or electrically-powered decoys is illegal in Pennsylvania. These devices have names such as motion-wing decoys or robo ducks.
Under current Game Commission regulations, the use of any electronic contrivance or device that does not have specific approval by the Board of Game Commissioners is prohibited.
“Several waterfowl hunters expressed confusion about the legality of these devices since some are battery-operated,” Shutter said. “Since batteries provide electric-power, the use of battery-powered decoys is illegal in Pennsylvania.”
John Dunn, Game Commission waterfowl biologist, noted that the U.S. Fish and Wildlife Service is concerned about increased harvest rates by hunters using such devices. In addition, the states of Washington, Oregon and California adopted total or partial bans on waterfowl hunting with battery-powered or electronic decoys.

PS:  Astro-Turf is also illegal

John Boy - that's why I asked the question. Wind ones may be allowed. The electronics are not.

all spinning wing decoys of anytype have been banned in Arkansas effective 2005

And i wish the rest of the flyway would follow suit.

While it greatly increased all of our succes in 99 the 6 years prior to 99 were far better years than the last two.

We went from killing 2000 mallards a year to a high 2929 in 1999 down to 1200 last year. Too many young ducks being killed.

legal in California after 12/1.

They were much more effective when they came out.  Some days they repel ducks, other days they don't matter.  Still sometimes they work.

C130E,  up north there are a few ducks and mostly toward the colorado river,  we actually have more ducks than people think, even in phoenix they come down to the salt and gila rivers.
