I purchased a brand new rifle that sat for about 3 years before I got it. The problem I have is, the bore will not come clean. It hasn't been shot yet ( by me anyway), maybe proofed by the factory only.
I wanted the bore clean before I sighted it in. It is a custom job with a cut rifled barrel. It looks like rust stains coming out on the patches.
I've used Hoppes's, Hoppe's copper solvent, Butch's bore shine, Marvel Mystery oil, and a high grade gun oil. At first I just used patches but it was taking for ever. Then I tried a bronze brush, it got worse than when I first started. The bore looks clean and bright to the naked eye.
Any suggestions?

Jgrass5,   I would use a swab with Kroil or hoppies and swab the the barrel liberally.  Then run a bronze brush through it several times.  Clean with a few patches and then repeat this process again.   Then I would just shoot it.   Shooting the barrel will tend to take out any roughness that is in the barrel.     If it is a new barrel as you suspect you might have do the barrel break in routine.   Cut riflings tend to copper foul worse  than button riflings until you get them broken in.   Don

Get a can of Wipe-Out and follow the instructions on the can.  After you get it clean, try one of the "break-in" procedures or firelap to lap the barrel.

You say it's a custom but it may have been proofed at the factory.  I'm confused..  Still the best thing you can do is patch the bore completely dry and shoot it a bit..  Then clean as normal.  Could it have been fired with corrosive ammo.  what I mean is is the caliber a military caliber..  If so perhaps a cleaning with a water based claner like Sweets 7.62 would help.  What color are the patches coming out?  Remember that bare carbon steel begins rusting immediately.  Of course it will take some time before any damage is done.  Sounds to me like you need to clean with a good solvent and shoot the rifle..  Don't firelap or break in the rifle.  Either can do a lot of damage and so far you haven't shown a need to do either.  Break in procedures are not universally agreed on as necessary..even makers of fine target barrels disagree!!  I say shoot the rifle and clean as needed..

Gentleman thank you for you assistance.
The rifle was purchased through the custom shop of a major rifle mfg. unfortunately for me there were several problems with the rifle during the build and took a long time for them to sort them all out. I don't want to mention the name of the rifle maker because the custom  shop manager was extremely attentive to my concerns and corrected all the defects to my satisfaction. It just took a real long time to sort out.

Gunnut they are brown stains on the patches.

Sounds as if you may have rust started in the bore..  Aa brass bristle brush will help and WD40 is excellant used with a brass brush to remove the rust.  The clean with solvent and apply Brownells OxphoBlue cold bluing solution.  It's just a mild parkerizing solution but it works thru the remaining oil film and will convert the tiny rust flecks remaining in the bore to stop their further growth..  After your done a thourough cleaing and oiling with KROIL would be my reccomendation.  Be sure to wipe the oil from the bore before firing.
