I have recently mounted a Leupold Vari-X III 6.5X-20X40mm EFR on an Anschutz 54.18 MSR using Burris Signature Zee Weaver-Style Rings on Weaver Grand Slam Top-Mount Bases.  Using the neutral offset inserts I was surprised that I sighted in with windage turret almost fully to left. I realise I can correct this with Pos-Align Offset Insert Kit but it seems a very extreme starting point.

You would think that when you put rings on a new weapon that it would be correct right off the bat. Sadly it is probably the rings. I have mounted 3 scopes on three new weapons - using the signature zee rings. I had to uses the offsets to correct my left or right sight range. I think it is called lapping a scope. But if you could do that - it would tell you right away where the problem is.
Good luck
