The CMP (Civilian Marksmanship Program) had them last time I checked.  Had some P17 Enfields and Garands as well.  They run a bit more than the surplus arms from most C&R dealers though.

Try a gunauction site or if you aren't familiar with them, pick up an issue of Shotgun News.  There is an association called Civilian Marksmenship Assn. that sells them if you are a member and qualify with necessary completion of their marksmanship program.  Check in with a local Sportsmans Club.
