I haven't noticed the ad so I am not sure which CCI you are asking about however just because ammo doesn't cost an arm and leg doesn't make it bad.  I am a master class shooter and I shot myself there using CCI standard velocity. my best score with it has been a 37/40 so it can't be too bad.

From the web site, it looks to be just selected lots of Mini Mag ammo.  I guess they're doing the same thing they do to get Green Tag ammo for standard velocity, to the high velocity stuff.  Link below:

i know for silhouette high velocity rounds are allowed but not hyper velocity rounds.  due to target damage.  mini mag is a bit over 1200fps...  which category would it fall in to?

I *think* I have read somewhere that 1300fps was the cut-off for "hyper" velocity rounds, I could be wrong. Is that not in the 2002 rule book? I don't have mine handy.

The CCI Sillywet ammo does indeed seem to be the same as the Mini-mag solids, just as the CCI website says. I've got a box of both here and they weigh the same, look the same, and measure the same in every way I could think of to measure them. They still don't shoot nearly as well for me as Wolf Match Target or the couple kinds of upper-end Lapua that I tried.
