Do a net search for Graves Mountain Lodge.  They are a rustic resort in Madison County VA. If you are a guest of the lodge you can hunt on their property.  They are a working farm and I know their corn and apple orchard gets a lot of abuse from the local bears.  One of the sons "Lucky" is a bear hunter and I belive he will guide you for around $150 a day or give you a 45 minute orientation and let you on your own for just staying at the lodge.  That is where I would go if I wanted to try and bag one.
