H&R "sportsman" .22 pistol questions

I saw this fairly priced H&R .22 top-break pistol. On the barrel it has the markings of Harrington & Richardson "sportsman" and under that it has the marking of double action. first two digits of ser. # 34... Here's my dumb question: Is this type of pistol supposed to be double action only? I'm asking because the Hammer won't lock back to allow the the gun to be fired in single-action. The double-action is just fine and so is the timing. The hammer is also not bobbed. Is this thing broke or what?
