I gave up on finding a Saiga 308 (for now) and have a Century Arms L1A1 on the way.  After a LOT of research, the verdict on accuracy seems to be that they keep 1" groups until 8-10 shots.  Then the barrel heats up and it all goes to pot.  The suggestion is to "put a better barrel on it".  A barrel that isn't affected by the heat.

Any suggestions on where to find a good after-market barrel?
The problem with troubleshooting is....sometimes it shoots back!

Didn't know the Saiga 308 was hard to find.  I looked at one at the Harrisburg, PA show a couple weeks ago.  It was new for a bit over $300 if I remember.
