McCain, Kennedy to Propose Fining Illegals (AP)

WASHINGTON - Sens. John McCain and Edward M. Kennedy are putting together an immigration bill that would subject illegal immigrants to fines, but allow them to remain in the United States and earn a chance to apply for permanent residency.

The measure is an alternative to President Bush's guest worker proposal sought by employers but opposed by many conservatives.

Speaking Thursday at the Naval Academy, McCain, R-Ariz., said he and Kennedy, D-Mass., hoped to introduce their legislation next week.

Under their proposal, illegal immigrants would get three-year visas that could be renewed once. After completing six years of work, the immigrants would be eligible to "get in the back of the line" to apply for permanent legal residency, McCain said.

Deporting the 10 million to 12 million illegal immigrants in the country is not practical, McCain told midshipmen during a guest lecture.

"There are some who say send them back to their countries," McCain said. "It's not possible. It's not going to happen."

Last year, Bush urged a program that would be open to illegal immigrants and other foreigners. Bush supports giving workers legal status for three-year renewable periods, but wants them to return to their home countries when their job is done. The White House never submitted a written proposal to Congress.

Other groups support allowing the immigrants to earn legal permanent residency after a period of work.

A spokesman for Sen. John Cornyn, chairman of the Senate Judiciary subcommittee on immigration subcommittee, said the McCain-Kennedy plan amounts to a "work and stay" program.

Cornyn "prefers a work and return program, as does the president," said his spokesman, Don Stewart.

Cornyn and Sen. John Kyl, R-Ariz., hope to have a draft of their immigration proposal in about two months, Stewart said.

Work and stay, work and leave.  It's all smoke and mirrors!  Most illegals come to make a buck and go back home anyway.  Those who come to stay are few.  Either way, if there were no jobs for them, NONE of them would be here.  If it were illegal to hire them (isn't it?) AND employers were prosecuted, end of problem!  But, then we know that farmers, hotels and the wealthy would be out of a cheap source of labor, and they are not about to let THAT happen!  :roll:
It's like the drug problem.  You can destroy all the coca or poppy fields you can find, but as long as there is a demand HERE, somebody will supply it.

The INS has begun auditing our employee I9s. When a problem exist as to the validity documentation, we are told that if they do not produce valid documentation we must fire them.  The INS has not taken any other action against our former employees.  Hopefully now that they are barred from work requiring valid documentation they will not be tempted to commit crimes in order to support themselves.

What they are doing is running the SSN on the I9s against our quarterly payments to the IRS.  Most often what seems to happen is IDs are purchased at a "swap meet", and suddenly there are withholdings being reported for multiple tax payers with the same SSN.  What is irritating is even though an "illegal", is known and we provide contact information, the INS, takes no action to deport them.  We have had cases where the same individual shows up a month later with completely new IDs.

As to verification, your correct.  The enforcement seems to be cyclical, fast food in winter, landscape and construction summer.  All of those that were employed had the ID required, it just was not valid.  For key employees we run our own SSN verification, but are not required by law to.

When the law is enforced in a lax manner, respect for it wanes.  Even with 9/11, mostly noise not enforcement.  Either they should enforce the law or change it.

In Richmond, as probably elsewhere, the criminal class (black gangsta's; no racism, just reality) have found an easy mark: Hispanics!  :shock:
The Hispanics, usually illegals, keep their money near them (they can't use a bank) and they aren't likely to report a robbery, which will get them deported.  Althought the victims are hard working and thrifty, "Americans" are robbing them and sometimes even killing them!  :cry:  I wonder if when word of this gets back to south of the border if THAT would be a deterent  more than INS or Minute Men.
