I agree with the spirit of the gentleman's comments, and the letter is certainly not lacking in truth.
Given what they had to work with, and the outright panic with which emergency operations and communications began, I believe that FEMA and the several civil relief agencies are performing magnificently.
For myself, I don't see how anyone can be held accountable for the occurance of a natural disaster, but I think that it would be a costly mistake to avoid accounting for emergency and crisis preparedness agencies overt gaps in readiness in response to this crisis.
