Which bullets if any will allow 10 instead of 9 rounds of 38 Special ammo to be inserted into the magazine tube for Cowboy Action Shooting?

.38 special 148 grain wadcutters would work, IF they feed reliably in your rifle.
You may have to load your own bullets, and seat deeper into the case to get a shorter overall length. Again, feeding reliability may be an issue.

I think CAS rules say the bullet must be above the case mouth. I do reload, I'd like to find a short nose bullet that would allow crimping in the crimping groove.

Careful with the shorter bullets. Not that they're dangerous, but they may not function well in through the action.
Try the Lee 358-125-RF. It's a very short nose. I can't get it to cycle reliably through my action, but maybe yours will handle it.
