I would advise getting some “junk bin” 7mm bullets of any weight, make, construction, or color and use them to fire form your cases. Ain’t any sense in using bullets that you are going to work up accurate loads with—they are expensive and why waste them? I strictly use cast bullets in my Waters anymore, so I don’t have a problem with finding cheap bullets—I make ‘em! Regardless, if you find some inexpensive slugs, just use a starting load of whatever powders are listed in a reloading manual for that bullet weight. I have had good success and accuracy with H-335 and WC-844 powders. Years ago when I was really fire forming many Water's cases, some of the fire forming loads were quite accurate. Once you get your cases fire formed, and then go to the expensive bullets for accuracy and hunting loads. Good-luck…BCB
