Just a couple of thoughts regarding reboring.
Generally, the cost of reboring runs about $265.00 which also includes the adjusted chamber for the new cartridge and re-crowning. A new barrel, threaded, chambered, crowned, etc. will run about $450.00 to $550.00 from a respected gunsmith using a quality barrel (not A&B) such as Lilja, Douglas, Shilen, Hart, Krieger, Pac-Nor and others. So ends the argument about price. This is all published information, I'm not making it up.
The restrictions about caliber change is true, consult your rebore expert. Bear in mind that the muzzle diameter enters into the decision also. Most want approximately 0.125" each side of the groove (0.250" total) for safety.
The folks that rebore will not guarantee the rebore because they did not make the original barrel and cannot be responsible for flaws in the original barrel. They will steer you away from reboring certain barrels because of past poor quality and experience. Some rebores actually shoot better than the originals but not all.
At last count I think that there are about 7 people that rebore and/or sleeve.
