a nearby gunstore has a ANIB ruger hb laminate with 3X9 simmons and a bipod for 650 OTD. is this a good buy? will i get sub moa from this gun?

Maybe. Got to test it to tell, and you may need to do some load development. Any idea how many rounds have been fired through it? Last HB .308 Ruger I saw at the range was capable of MOA precision, however.
