OK.  What does it mean?

Firearms manufacturers and dealers can't be sued for third party criminal misuse of their product.

For the time being, average people will still be able to get plenty of guns because those manufacturers and dealers won't be sued into bankruptcy.

To you and I, this vote boils down to whether or not your "representative" voted to permit the frivolous destruction of businesses that provide tools that you need to protect your freedom.

A failure to even record a vote is equally telling.  I mean who really gives a damn, right?

WASHINGTON, Oct 20 (Reuters) - The U.S. House of Representatives on Thursday passed legislation giving the U.S. gun industry sweeping protection from civil lawsuits and President George W. Bush said he would sign it.

The legislation is another huge victory for the National Rifle Association, which with its many allies in Congress has been able to outvote and outflank the dwindling number of vocal gun control advocates in Congress.

The Protection of Lawful Commerce in Arms bill passed on a bipartisan 283-144 vote, with several dozen Democrats from gun-friendly Southern states or rural areas joining the Republican majority. The Senate already has passed the legislation.

"I look forward to signing this legislation into law," Bush said.

The legislation would provide gun makers, dealers and distributors with broad immunity from civil lawsuits filed by dozens of cities and municipalities that have sought to hold the industry responsible for gun violence. Many of those suits have been dismissed.

It will also make it harder for individuals harmed by gun violence to file civil lawsuits. Critics said it would create one standard of negligence for the gun industry and a different standard for everyone else.

House Judiciary Chairman James Sensenbrenner, a Republican from Wisconsin, said many of the suits are politically motivated and designed to undermine U.S. citizens' rights to own guns. Bill sponsor Rep. Cliff Stearns, a Florida Republican, said the lawsuits were "intended to bankrupt the firearms industry."

Last year the NRA killed the 10-year-old ban on assault weapons and NRA Executive Vice President Wayne LaPierre said many Democrats see gun control as a losing issue after more than a decade of Republican political gains.

"I think the air is out of the gun-control balloon and I think what popped the balloon is politics and elections," he said.

The gun vote also gives the Republicans a victory at a time their leadership has been in disarray amid ethics scandals and infighting over government spending. Former House Majority Leader Tom DeLay, an important NRA ally, was unable to vote on the bill as he was home in Texas turning himself in on campaign-finance related charges.

The vote also advanced the conservative agenda of limiting lawsuits and tort reform, including a House vote this week to ban obesity-related suits against the fast-food industry.

"This legislation will further our efforts to stem frivolous lawsuits, which cause a logjam in America's courts, harm America's small businesses and benefit a handful of lawyers at the expense of victims and consumers," Bush said.

The Brady Center, a gun control organization, said it would challenge the bill in court on constitutional grounds. Other gun control groups also criticized the House vote.

"This legislation will make the unregulated gun industry the most pampered industry in America," said Kristin Rand of the Violence Policy Center.

A few Democratic members of Congress who spoke out said the bill would empower the relative handful of "bad apple" gun dealers to be reckless while "shutting the courthouse door" on victims of violence.

Maryland Democrat Rep. Chris Van Hollen, whose district was affected by a deadly sniper in the Washington area three years ago, said the bill will "strip innocent victims of crimes of their rights and instead extend protections to those unscrupulous dealers who put guns into the hands of criminals."

New York Democrat Carolyn McCarthy, whose husband was killed and son injured when a gunman opened fire on a commuter train a decade ago, said gun violence costs the United States billions of dollars every year "and here we are giving them (the industry) blanket immunity."

"I don't understand this," she said. "This is not common sense. This is not protecting the American people."

What tripe... if there is a bad apple gun dealer there is nothing preventing them from being criminally charged. Municipalities weren't suing so-called bad-apples... they were suing major manufacturers... the deep-pockets.

The gun industry apparently needs a different standard because those filing the lawsuits are trying to hold them to a different standard of liability than everyone else.

This is good news! I'm all for the major intent of this bill!

Also hope our legislators put some effort into stopping all the government offices and corporations from preventing honest citizens from have a gun in their vehicle on parking lots/premises.  I see this as a real threat to our RKBA!

But....Sometimes these bills get unrelated "appendages" that can be problems when passed into law.

Do you know of any attachments to this bill that we should be aware of?

But No - I still do not think they get it!  And I might add that even if all the 59 for voted against, the bill would have still passed.  Could be they token voted yes knowing their vote would not matter.

If only democrats had voted, the bill would have failed by a vote of 59 for - 140 against.  Even bet that in this case there would not have been 59 for.  Bet the token votes would have shown their true colors!

Democrats don't get it and that's why I can bring myself to vote for one!

Be careful assuming democrats are changing - They can/will deceive on gun control!

There was an amendment slipped into the bill that requires licensed gun dealers to supply a trigger-lock device with every handgun sold.

The bill as it originally was introduced by the House of Representatives would help protect the firearms industry from frivolous lawsuits brought by cities, municipalities and radical anti-gun interest groups, but the Senate version was amended on the Senate floor in July by Sen. Herb Kohl, D-Wisc., adding the trigger-lock requirement.

The law requires the retailer to sell you a lock.  The tool, as a given requirement of this law, will be in your possession.  Since you don't have to buy anything extra, the next step will be a legislative mandate requiring you to use the lock which you will soon be required to have.

It's coming.  Count on it.

Just goes to prove my 2nd post on Democrats - The SOB added the lock ammendment then didn't even vote!  Probably he still couldn't bring himself to vote yes because he supported lawsuits against gun manf. and couldn't vote no because it was his ammendment that was attached.

Your right, we haven't heard the end of this "lock requirement"!

The bill is good for the gun industry. The amendments are without a doubt a sell out of the gun owners. Guess it is how you look at it if it is good or not. Their was no reason for the amendments to be added in the first place. All the Republicans have showed me is they would rather play both ends against the middle then stand up for our 2nd amendment rights. For now on i'll be voting the constitution party. People who compromise our right at least to me aren't our friends

I think the results will be good.  I recognize the dangers some see in the riders, but the tide seems well against the gun control folks now.  In this environment they would be hard pressed, I think, to convert this toehold -- trigger locks required for sale of handguns -- into something more.  I am looking forward to how the supreme court may change during the remainder of the Bush administration, hopefully more "originalists" who tend to be strong supporters of the second amendment as an individual right rather than a collective right.  I am well cheered by the sunset of the assault weapons ban and this present lawful commerce act.
