Strange marks

While up at our camp this weekend we strated knoticing pawings on the ground sort of like what deer make when feeding, but they had claw marks in them. We found 30-40 of them in about a 300 yard area. The next morning we had fresh snow and they had all been dug up again and each had coyote tracks coming and going from them and no other tracks. Some were within 100 feet of camp. Is this coyotes marking there territory if not what is it?

Sounds l;ike turkeys make the scratchings and the coyotes were hunting them.
