The CZ 453 American or Varmint would be perfect. Ether is available in the 17II. You should be able to get one in your price range from a friendly dealer. These guns are super accurate and come with a set trigger.

Don't overlook the Savage line of rimfires. Very accurate and affordable.

I have one in 17HMR and LOVE it.  Most accurate rimfire I have ever owned.

I have a CZ452 American in 17HM2.  It has the standard trigger and I added Eric Brooks spring kit to get an exellent trigger.  The 453 is the same gun except it has the set trigger but cost about 100 more retail price.  I also have the 22LR in the same gun and plan on adding the WMR and HMR.

I too have the CZ 452 American in HM2 and I think it is the best rimfire rifle I have ever owned and I have owned rimfires in many modern day production rifles.

The most accurate is probably the Anschutz. The most cost effective may be the CZ 452/453. The Marlin bolt gun probably isn't bad, but I like the CZ.

The CZ 453 is prolly out of your price range as they seem to be going for around $400 but the CZ 452 is close to $300 and will be a real shooter right out of the box. I doubt any other $300 rifle will give you as much as the CZ will.
