Rotating breach and regs.

Hi guys,
back in 01 when I still posessed an original parrot gun, I found a site that had a lot of artillerists blowing hell out of a dodge van.
there was a link to plans for a rotating breach that a number of the guns sported.
I hav long since lost it as well as the parrot and my health for a while.
I now have a 90mm barrel cut off which I am thinking about breaching.
does anyone out there know of this link?
and where can I get the definative scoop on the legality making this a blackpowder breachloader?

Key concepts, if I understand it rightly:  actual or replica of design of 1898 or before, not cartrige loaded.

If you REALLY want to be SURE, draw up design, making reference to model you are a replica of, and write the technical folks at BATFE.  They'll tell you.

The famous French 75 was the Model of 1897, so breech loading, hydraulic recoil absorbtion, and many other features predate 1898.  The primary concern of the ATF seems to be self-contained ammunition, that is, primer, charge and projectile as a single unit, as well as exploding projectiles.  Stay away from them and you appear to be OK.  

However, your state may have additional restrictions that you should check out.
