Yes they are, manufacture of SS and button rifling produce more dimensional consistent bores. Speciall when they are not stress relieved before contouring like H&R is doing. There are several processes that are omited at H&R. See the movie on the sticky.
Lets just say bar stock in SS is more consistent and can be deep hole drilled with out first turning it and truing the barstock. ( they all should be)
Due to its molicular structure it absorbes less stress during button rifling and subsiquent contouring will not change the interior of the bore as much as chrome moly steel. Good barrels are all stress relieved before contouring regardless of the material. The micro shallow grooves in Handi"s are designed to produce less stress and enhances batrell dimensioal quality a bit further.
A laminated wood forearm will give you the best chance for a lasting bedding job. The post tensioned beam principle has given me super accuracy.
This principle is used on all Ruger #! rifles. Old Bill Ruger sure knew how to design an accurate single shot. Also straight wood will loose the tension not so with laminated wood. Of course this is not a new idea, only the way Mr. Ruger made it work on the #1.
