Your best bet is to trap them in open water.Look for feedbeds and dunging areas.
Are they living in houses or bank dens?
Answer the last question and we will go from there.

they are living in the banks.

I set a few pockets today and a couple of bank holes.

I wish I could find some floats that work. I am trapping a big creek maybe 10-20 ft across 2-5 ft deep

Floats should be put out ahead of time, that way the rats start to use them.
You may want to search and set den entrances.

have you tired run sets?
they account for near 65 percent of my rat catch and in winter i use them almost exclusivly, this may be a bit redundent but (case ya dont know) runs are under water travel ways rats use and they look kinda like an underwater rabbit trail look for them around den entrences and an even better place to set would be a run leading up to stream or creek feeding into the a bigger body of water, these trails they use  frequently due to the warmer water coming in

dens and runs...probably my most product set in open water, too.
floats definitely perform better if put out a couple weeks in advance, prebait them. I use more apples, carrots, and potatoes, or cattail roots and shoots if available, and a good rat call or food lure. I move floats that don't show signs of visitors until they start showing some sign of use. Run floats without traps at them for a couple weeks like that, rebaiting where needed, until they are all being visited and used, then add traps and start cleaning up. I avoid using corn on my floats to avoid waterfowl. I also use a lot of long grasses on top of floats if I build them with roofs so that they look more natural and less open to theft. I also found if I anchor them with a couple bricks on a long wire, and put them out in deeper water but close to natural food areas such as cattails, etc. then I got fewer coons bothering them, too. Front or rear foot caught coons, even on drowners, can really destroy a good float set.
Anyway, just some info I learned the hard way with floats...
