Question on a Largo .22

Got a buddy that picked up a largo .22 (9 shot I beleive) revolver.  Couldn't get it to group at 15 feet.

After close examination if appears where the forcing cone would be at the back of the barrel it has been counterbored to almost .32 cal. for about an inch.  Couldn't beleive my eyes.

The gun looks like a Colt Diamond Back but he barrel shroud is an alloy with the sleeve in it.  Gun is made in Agentina.

Anyone shed any light on this?  Its a wall hanger for now till we get it sorted out..
