New NEF-- Thin Bluing and Surface Rust

I've had my .280 Handi for 2 weeks now.  Love shooting it, have had no problems with it.

 One thing though--

 When I wiped off the new gun grease, the rag turned orange.  No big deal, I just doused it with Break Free, wiped it down, and went to the range.  Since that time I've noticed dull surface rust when I've had the gun in bright sunlight, so I very lightly hit the barrel with 4/0 steel wool and sprayed on either Break Free or WD-40-- about 10 times now.  Did that again last night, and I'm STILL getting a lot of surface rust off the barrel.  Receiver's fine.

 Is this something NEF will take care of under warranty?  I've not seen this with my .30-30 or .45-70 Handis, or with my songs 20 ga Pardner.
