Can someone tell me if the 17HMR is available as an Ultra with laminated wood stock?

No, it's not, only in a bull barrel with synthetic stock. I recommend you buy the 17hmr Sportster, then get a used lam stock set off ebay, here in the classifieds or new from Brownell's since you're in Canada. I just shipped a camo lam stock set to Canadian81 recently.
