I have a friend with a mini 14 w/ 186 prefix serial number. It is SS. He was just told all SS mini 14 are ranch rifles!!! is this true?
It does not say ranch rifle on it.

All SS Mini-14 are not Ranch Rifles. You can look at the Ruger website to verify this. The RR have the integral bases for the Ruger rings, while the "standard" Mini does not.
