For some reason we cannot purchase this out of the States.
Does anyone have one they want to sell?

Maybe its video format is not compatible with the video standards of NZ?

http://store.aetv.com/html/product/index.jhtml?id=74172" target="_blank">The ad says it is in DVD+R format, which I would interpret to mean could be played on a computer but not a DVD video player.  But I am not an authority on this stuff, so don't hold me to these statements.

Maybe they just don't want to deal with the customs forms.

Different recording formats.  North America has different formats for VHS TV, and DVD.  I think you can find some drivers on the inernet to use to read the different formats on your computer DVD player.

I didn't bring my U.S. multivoltage TV from the U.S for that reason.  It would wrk with the 55hz 220 volt but the TV signal is different so it sits in storage for the next 2 to 5 years.

There are services that will convert vhs for you to the European PAL format.

Artillery Games would definitely be worth it.

The DVD is on the way to me and then to him.

Sometimes software can not be exported due to ITAR (International Trafficing in Arms Regulasions) without an export license. Getting one for video or computer games can be a hastle due to computer algorithms. An "artillery training video" would not only be scrutinized for software issues, but also for content.

I design stuff for the military that goes boom, so we get ITAR trained to the point where we are ready to vomit when hearing the word mentioned. The State Department takes it seriously, and the depth of the senarios that are ITAR controlled  are surprising. For instance, imagine trying to return a rifle scope to Nikon in Japan. They made it, they know all about how to make it, but since it is a rilfe scope, you would need approval from the State Department before passing the technogy (the rifle scope) to a foreign national (i.e. Nikon).

So, that may be the reason why they won't sell it outside the US.

Artillery Games is a DVD, and not software and is not ITAR controlled in anyway way shape or form.

Some computer software specifically designed for military use is ITAR controlled.  Bill Clinton took the restriction on encrypted software off the books.  But as you stated some computer algorithms that only have a military application can be controlled.  When it gets into the software technology it gets real serious and complex as some technology may not have been designed for military application, but may be capable of use in missiles and missile control technology.  Several years ago there was a new video game technology, I believe by Sony that didnÂ’t require an ATF license to be imported but did require a State Department DSP for temporary import or any export. The Missile Control Technology Regime puts a lot of high tech stuff under the ITAR because of it is readily adaptable to uses in missile technology.

A standard sporting riflescope only requires a Department of Commerce Export license and an SED be filed. A rifle scope designed for military applications would need an ITAR license.

Technically by description our muzzleloading black powder shooting mortars and cannons are ITAR controlled for export. But there is an exemption from licensing for antiques and their replicas.

It never ceased to amaze me how defense contractors would spend big bucks to high dollar lawyers to get themselves out of trouble with ITAR violations, instead of hiring some retired Customs Inspector for ÂĽ of the price to make sure the paper work was in order before it was shipped.  Hughes did it some years ago and for a long time we couldnÂ’t find a thing wrong with Hughes shipments. You could not get a seizure from them to save your life.  That was okay as there were plenty other defense contractors out there who didnÂ’t even try to get it rightÂ….by the way I retire in 2 years, hint, hint.
