Can an NEF or H&R be converted to .32/40-safely?

Sure, any good smith could do it. I've had several barrels rechambered and/or rebored to other calibers, 25-06 to .338-06, 38-55 to 405 Winchester, 45-70 to 45-120 and my latest, 357Mag to 35 Remington by Wayne York of Oregunsmithing. A Hornet or 223 barrel would make a good donor, he'll charge about $325 for his cut rifling and the rechamber with ejector work.

I just had Oregunsmithing do a 223 to 25-35 win.
 Got it back yesterday, to d--- cold and windy to shoot.
 It was just like Christmas in July. I think Wayne does a very good
 job. Marv.

.410 = SB1 reciever..  ..Only if you plan on using black powder as propellant.  .32cal bullet over 40gr(volume measurement, not weight) of blackpowder.

Get a SB2 receiver if you wont to go smokeless.

Jeff, your .410 barrel isn't going to work either, so you might just as well just buy a 22 Hornet or 223 Handi, you'll need the barrel and the frame for your project. I don't think a 30-30 chamber would clean up, althought  the ejector will work great.

I've done it.

If you can (I've not been successful) search for "strange guy" in topic headings, you can read the story of the building of my 32-40Win.  The topic will be back in Ocotober or November of 2005.  I posted pictures, as well.

I did the work myself and if you have a friend who is a machinist, you can make a weekend project of it.

We cut a bbl and created a stub from a 30-30.  This was on a rifle frame.

I had kinda hoped that a gunsmith could weld a lug to attach barrel to frame onto the barrel,but this does not look possibel,and maybe not even safe.
 I will keep you all updated.

If you take the 7.62x39 barrel you will be about .01? under, on the bore for the standard 30/40. Use the 311 bullets. You may be able to simply ream the chamber and have what you want. Plus you have something totally new in the wild cat book.

I took an H&R in 22 Hornet and had it rebored and rechambered to 32 H&R Mag.  It is a great shooter.
I had it done by Norm Johnson at High Plains Reboring & Rerifling
243 14th Ave NW, Turtle Lake, ND 58575.  I'm sorry I do not have his phone number at my fingertips.  You can find his ad in Rifle Magazine.  It I remember, the cost was about $180.
