New York Trappers Need Your Help!!
« on: April 29, 2006, 02:17:23 AM »
Hello all - Some of you may know that the trappers in NY are in a fight to try and keep the regulatory process for trapping at the state level with our Department of Environmental Conservation. There has been a bill introduced to our state assembly and it will come to a vote on Monday that would change the regulatory process and give the power to the county and local govermants to set seasons, limits or eliminate trapping all together! I ask you to take a few minutes to cut and paste these email addresses and let them know that while you don't live in NY that you would oppose any reduction of control to wildlife management to anything other than a state level. Thank you!!

Bill Number Assembly A1835 Sponsor: Grannis
Title of Bill AN ACT to amend the environmental conservation law, in
relation to municipalities regulating the use of traps. SUMMARY OF SPECIFIC
PROVISIONS: The environmental conservation law is amended by adding a new
section, 11-1111, to allow counties to enact local laws more rigid than
state laws regarding trapping. However, such local law shall not prohibit
the Department of Environmental Conservation from exercising its emergency
powers in relation to the control of fish or wildlife to prevent the spread
of disease.

Reasons for Opposing The regulation of trapping is now and has for a long
time been under the purview of the NYS Department of Environmental
Conservation (NYSDEC), which provides excellent guidance on season setting,
nuisance wildlife control, and wildlife disease monitoring. Municipalities
do not have the necessary expertise to make informed decisions on matter
such as these; therefore, decisions concerning trapping should best be left
to the experts in the NYSDEC. The citizens of the state are granted certain
rights and privileges through the state issuance of hunting, fishing, and
trapping licenses. State agencies are rightfully the administrators of such
license, and to allow municipalities to regulate even one segment (trapping)
would supersede state laws, rules, and regulations. This bill is only needed
to ban trapping.
