Rem 700 SPS/ADL won't feed first cartridge

I have an SPS 7-08.  I am using the action in an ADL style stock.  The magazine box is NOT staked to the action.  Now, the staggering of the loaded rounds in the magazine looks like this:
1rst is on right
2nd on left
3rd on right
4th on left

1,2,3 are easy to snap into the magazine.  #4 requires wiggling the #3 cartridge around a bit and even then all 4 could end up tilted forward or back in the magazine.  

If I put the action into the SPS stock with the BDL style floorplate and the SPS mag follower and spring then the rifle won't feed.  If I use an old ADL mag follower and spring then the rifle won't feed #4 (the top of the stack).  

If I put the action into the ADL stock with the SPS mag follower it won't work.  If I use the ADL then it won't feed #4.

My theories are:
1.  The mag box is moving and binding the feeding (needs stake to action)
2.  I don't know what the area is called but it is rail/lip that the bolt travels on on the left side of the bottom of the action.  It holds the 2nd and 4th rounds in place.  Theory is that there is a burr on it or it is too big.  Can't find a burr.  Why doesn't the 2nd round misfeed?
3.  The SPS mag follower is too tall.  Have tried swapping ADL mag spring with the SPS mag spring.  The SPS mag follower just won't work.

What do I do to fix this?  The rifle is totally reliable with 3 in the box, but it irritates me that 4 won't fit.  Why do the loaded rounds tilt forward or backward?  Is this the mag box moving?

I am at a loss.

The magazine box in the ADL is a different height than the box from a BDL. It is also screw attached to the receiver. Feeding is primarily controlled by the magazine box, are you certain you have the right box? Is the magazine block in place in the box? I would assume the 7/08 is put up in a short action and if it ios there should be a block in the rear of the magazine box. If it's in a long action the follower must extend the full length of the mag box. Are you cerain the spring is pointed in the correct direction? The top leaf should point toward the muzzle and the bottom leaf should not be allowed to get under the mag box. If you fear a burr is causing the feed failures it would likely have to be on the box not the action..

You are right.  It is a BDL box that I am refering to as an ADL box.  I know that the ADL box has the tab on it to bolt to the action.  It just didn't occur to me that I had the wrong box.  Where is the ADL box that I had in my junk?  Don't know.  I really think that the box needs to be bolted to the receiver like it is designed to be.  Short of buying an ADL box is there a way to fake it?  I can't shim UNDER the box because that would bind the receiver and defeat my bedding job.  Could I solder the box in place?  -________went to Remington.com and the box is only $9.00.  Think that I will invest.
