can one use a penny to make jackets?
what wold to be done?

First, I think it's against the Law to deface coins en mass. After having said that, ' coins' punched out of copper strip is where most jackets come from. Within a given range, the diameter and thickness of the 'coin' limits the caliber and length of the jacket. That is to say, to have the minimum scrap from the process you have to design the dies to effciently convert a given coin to the jacket you want. Or, make a coin you need to make the jacket you are after. After punching out the coin, it is placed in a cupping die built for it, and a punch drives it into the cup die making a simple short walled rounded bottom cup. From there the cup is sent thru a series of ever more reduced diameter dies, stretching the jacket in length and making the walls thinner. The final reduction die then puts the flat bottom on the jacket, and then it goes to the trimmer machine to cut off the uneven top. Our good friend, Butch, of the Bull Duram Bullet Company, could really describe the process much better than I, but he's probably on the road now, enjoying the benefits of living out of a suitcase in between making the jackets a great number of us use in this hobby/business. 8)

For what it's worth, the law on defacing currency is in the US Code.  Having been chided about putting pennies on the RR tracks, not a smart thing to do because of them being picked up and affecting the brakes of the train, I looked up the law.  It was passed in the 1800's when paper currency was introduced - and applies only to paper currency - in order to protect it from abuse since the paper isn't as durable as coinage.

Aside from that, in 1980 something we changed from solid copper to a copper plated zinc alloy penny.  I noticed the difference immediately when milling off the backs of two pennies (a 1981 and a 1991) to make a two-headed coin.  (some of us never stop playing)

According to Title 18, US Code,part 1, ch 17, section 331: the peoples of the United States will feed, cloth and house you for not more than 5 years, or do serious damage to your bank account, or both, for using pennies to make bullet jackets. Look it up. Googleing is fun... and sometimes beneficial.  Darn... ever since Graybeard removed the spell checker everyone will know I can't spell worth a dang! 8)

Copper tube/pipe, no matter where you get it, is problematic. I usually take my Tube Maker Round Over Die and Tube push punches with me to make sure the tube fits the ID of the die, and the OD of one of my punches. I don't trust store/factory statements of size anymore. The tube has to be rigid. Coiled stuff is a problem to work with. Places that carry used pipe like junque yards and house wreckers are the best place to get economical tube, but take a pipe cutter/hack saw with you, too, as it's to your favor if you can select what you want to buy( sometimes it's sold by the pound) 8)

Most larger banks can furnish Canadian pennies, and if you stay out of Canada (especially with some of your jackets on bullets) ... They are also slightly more copper than the old US Lincoln...

Copper tubing. Mr. Corbin, Dave (has a brother Richard, not near as talkative) has books that go over this in detail and you can download pictureless copies free from swage.com... Any machinist can make you dies to "end round" tubing and make jackets, but it won't be cheap. Mr. Corbin, Dave has sets, often on the shelf, to do this. AND with the inconsistant tubing available today, furnishes consistant tubing...

And Mr. Corbin, Dave furnishes die sets to make jacket discs out of copper strip and jackets out of the disks, and ... just bring money. It ain't free... LUCK.
