Is it OK to use over shot cards in plastic hulls?

I'm wondering how these would affect pressure if they were used in the cases where you've run out of shot and the shell isn't quite full, but you still need something to keep the shot from moving around/falling out.

No problem if you put them under the shot. I use cotton balls. Over the shot wouldn't effect pressure but may spread the shot pattern more than you want. I use plastic discs over the shot for close range quail.

I've used 5/8th inch discs punched from foam food trays.  Seemed to work, then, lite and ultra-lite wads became more available.

For a few lite loads it seems like a great idea!

I've seen a lot of load recipes that used cards with plastic wads. Usually they are for light loads, such as 3/4 ounce 12 gauge.

Years ago I loaded alot of 12 ga. shells with a .135 card wad for 20 ga. under the shot. I killed alot of rabbits with those 1 oz. loads.
