headspace, is this right?

still toying with this darn .260 encore. just wanted to make sure i'm measuring the headspace right. with a feeler gauge i can, with a little effort, get the .004" blade to slide out. so should i sized my cases to where they stick out about .002-.003"? this will give me the magical .001-.002" headspace that is supposed to make these guns shoot, i hope. can someone tell me they most accurate way to measure how much the case head sticks out?
