Shifting Point of Impact

I put a new scope on a new Remmy 700 VSSF II in .204 and am having a problem I've never had before. The gun groups great but, out of a 5 shot group, 3 hit the bullseye, and 2 hit 2" high and 2" to the right. The next group 3 are 2" high, 2" right and the last 2 hit the bull. It doesn't shift all over, just those 2 spots. I thought maybe shooter error, but another shooter had exact same results. After shooting 30 rounds or so, the last 3 shot groups all held fine on the bull. Is it the scope? The gun breaking in? I'm at a loss? Shot off a Lead Sled with Hornady 40gr factory ammo.

I think I found it. Gunsmith didn't reseat the action in the stock good after doing some trigger work. Wheww!!
