Factory mixup with barrels?

I was in my favorite gun store recently and found an interesting Handi that I felt like had to be a mistake.  Basically, it was a superlight in 223, but with open sights.  Ok I know they make a youth gun like that , but this one had the monte carlo style synthetic stock with a normal length of pull.  The monte carlo stock prevented me from being able to get down on the sights to look through them properly, essentially making them usless.  This gun was labelled a new gun, was in the new gun rack, and showed no signs of usage. 

Is it beyond reason that the factory would let one like this out to the market?  Or am I missing something, perhaps some model combination I was not aware of?

Maybe a swap was made in the store at some time or another, could also have been a mistake direct from H&R or the supplier made a stock swap to fill an order! Could also have been a special order by some retailer like Dick's and it didn't get purchased, so it ended up at another retailer. Did the barrel serial number engraving match the frame serial number?

FWIW, not all monte carlo stocks are too high for iron sight use, there are several different comb heights in same style stocks, I've made several side by side comparisons. Conversely, not all straight stocks have the same drop, some folks here need to use straight stocks for scope use, Lik2hunt coming to mind, it's just a matter of ergonomics.

That seems to make some sense.  Personally, I have never found a Remington rifle that I could actually use the open sights with.  That same day I handled the new 750 Woodsmaster in 35 Whelen, same problem.  Other rifles, like Rugers, I can use the factory open sights.  Maybe I jsut have big cheek bones. 

I did not check to see if serial numbers matched.
