Ammo question

I just picked up a Styer M95 straight pull bolt rifle in 8X56R.  With it came some ammo most German S-Patronen Boxes marked with a red/orange S the year of manufacture 1938 just before the year is Roman numerals either #8 or #9.  I would assume it would be the month but the boxes with the #8 have the #9 stamped over to mark it out.  Any guesses?
