Lead: tin ratio?

Does a ratio of , say, 30 lead to 1 tin refer to units of weight or volume? Given that tin is lighter than lead, if you weigh them, your alloy would contain a higher volume of tin than 1 in 30. if you wanted to get the volumes at 30:1, it might be easier to do it by water displacement. Would someone care to comment on this?I've always done it by water displacement meself.  Thanks

wieght is what it refers to as it is the simplest thing to deal with.
