Another browning question

I have a Pedersoli " Charles Moore" percussion pistol that has a high polish on the steel. I thought I would try and brown it and tried Laurel Mountain'solution but it would not take. I'm thinking that the steel has got such a high polish on it that it will need to be possibly sanded to rough up the finish a bit. Can a steel be polished to the point it will not brown?

Try and see if a cold blue will take to a small/hidden degreased area of the gun, if it does not take the metal property is not right if it does take than your browning solution is contamenated.

Just a thought,cause I'm not familur with that pistole,but are ya sure it's not nickle plated?
I'm using LMF browning now on a barrel,and it wouldn't start right off because I rubbed it on too hard during the first application, a little follow-up with 0000 steel wool and water and it's comming together just fine now.
