nipple conversion?

Well I live in the 'Great' state of WA and for some mundane reason one cannot hunt blackpowder with a rifle using 209 primers.  The primer must be "exposed to the elements" such as with a nipple or flintlock pan.  Is there any conversion or way I can make it so I can use my handy rifle (which I will soon be getting the muzzle loader barrel for) for hunting here?  Any ideas?

One option which might pass inspection is to order the .25acp conversion breechplug which when installed the .25 brass is actually visible (exposed to the elements) through the slot which is usually filled up by the plastic primer carriers. It is an improvement in performance as well. I know several years ago they milled part of the barrel away to expose the primer when needing to pass the "exposed" requirement.  You might check with the local rule makers although usually you get one guys opinion which might not work with the next guy you come up against; if I were really concerned I would try for a written OK from someone that you could carry.
