Your question is very general in nature.  What's best for me is probably different for other fellows.

Leupold has great customer service and makes a very good scope.  The Nikon Monarch is another very good one.

Not sure specifically what quality your looking for, but all things considered, Leupold would be my pick.

Perhaps a Zeiss or Swarovski would be the best available.

I have a Weaver K6 that is an excellent scope..........
