Win. Model 70 base question

I have a Winchester Model 70 in 7MM Mag 26" barrel that I have not fired yet. It has a 2 base Weaver system. Came that way when I bought it. It had a Simmons cheapy on it but it seemed to be a correct fit. All I did was remove the scope. The rear base is thicker (taller) than the front. I want to put on a Bausch & Lomb Elite 4200 2.5-10x 40 on it, but the scope seems to point down hill because of the taller rear base.
Is this normal. Forgive the ignorance, as I have not scoped many guns, have lots of iron sight levers.
Thanks for any feedback. Also, the rings I have fasten at top & bottom, I would prefer the side screws as installation seems easier. See pic on link.

Take a level and place on the bases. If you get even contact they're ok. If one is really higher than the other you need to replace one with a base that matches the other. Many actions have the front ring higher (thicker) than the rear bridge.
